District 2 covers central Fort Lauderdale, beginning with several neighborhoods north of Sunrise Boulevard, going east to the ocean and south through Victoria Park to Broward Boulevard downtown. As is the case with District 4, it is economically and demographically diverse.
One-term Commissioner Charlotte Rodstrom, 56, is opposed by Howard Elfman, 44, a real-estate broker, and Steve Glassman, 55, a retired Broward County administrator and civic activist. Mr. Glassman is president of the Central Beach Alliance and served on the Beach Redevelopment Advisory Committee. Mr. Elfman served five years on the city's Code Enforcement Board. This has become a lively race, with opponents giving Ms. Rodstrom a strong challenge.
Ms. Rodstrom, however, has earned a second term. She, too, pays attention to the neighborhood associations in her district, following up on questions and requests from the groups. She began monthly crime meetings in District 2 where residents and police communicate directly on crime issues.
One complaint about Ms. Rodstrom is that she often says No to development. What Ms. Rodstrom has voted to deny are barrier-island projects that she says are incompatible with the city's master plan. She has voted for projects in other areas of the city that she considered appropriate.
Ms. Rodstrom supports renegotiating the police union's pension contract when it expires. She, along with Ms. Teel, also wants to persuade the Legislature to ease laws mandating generous benefits for police officers and firefighters. Ms. Rodstrom is one of Mr. Gretsas' critics, specifically for his management style.

In District 2, the Editorial Board recommends voters opt for incumbent Charlotte Rodstrom, completing her first term on the dais.
Rodstrom, 55, is known for a conservative, take-it-slow attitude toward development. Some of her critics refer to her as "Commissioner No" for her opposition to beachfront projects.
Rodstrom has supported projects in other parts of the city, but says she didn't vote for new beach developments in part because she wants a broad strategy for the barrier island. That's fair enough.
If re-elected, Rodstrom wants a comprehensive plan, too, for dealing with foreclosed properties. She also demands better fiscal management. Her call to replace City Manager George Gretsas unfairly puts much of the blame on his shoulders, but she is not the only candidate critical of the city manager.
